BREEZY POINT FUND RAISER
One of the most badly damaged communities in Sandy's wake is Breezy Point, Queens. Catholic University student?Matthew Petronis created this fundraising page to help his community rebuild. "I have seen the damage and can say that the place where I grew up during my childhood is almost gone," he wrote on the page, "but that is not the case for the children that are growing up now!"?

Though smaller instant charities are not always recommended for donating (for reasons discussed below), NBC News reporters have interviewed Petronis, and verified his story.

WHAT ELSE TO THINK ABOUT
We'll be updating this list.

Remember that while giving is good, beware of those out there who are not good and are trying to trick you by taking your money. In the aftermath of Hurricane Irene last year, the Federal Trade Commission's caution still holds true: "Scammers may try to take advantage of a disaster, and so consumers should be wary of urgent appeals for charitable donations, and watch out for fraudulent home repair schemes after a storm."

You can read more about avoiding home repair rip-offs and charity fraud from the FTC.

Also, the FBI has counseled on its Facebook page "to beware of fraudulent emails and websites claiming to conduct charitable relief efforts. Disasters prompt individuals with criminal intent to solicit contributions purportedly for a charitable organization or a good cause," and suggests reading "Tips on Avoiding Fraudulent Charitable Contribution Schemes" to learn more about avoiding online fraud.

Smith, 49ers carve up Cards

Quarterback completes 18 of 19 and defense stones Arizona for 24-3 victory

The 49ers' Michael Crabtree avoids the Cardinals' William Gay on Monday night in Glendale, Ariz.

updated 11:32 p.m. ET Oct. 29, 2012

GLENDALE, Ariz. - Three touchdown passes, one incomplete pass.

Not a bad night for Alex Smith, and it could have been better, considering that the one incomplete pass was dropped by a wide-open receiver.

The San Francisco quarterback completed 18 of 19 passes for 232 yards and three touchdowns ? two to Michael Crabtree and one to Randy Moss ? to help San Francisco flatten the Arizona Cardinals 24-3 on Monday night.

"Eighteen of 19, I have never seen that," 49ers coach Jim Harbaugh said. "How important for your quarterback to play very well? It is very important and I don't know how you play much better. It was a fantastic game by him."

Arizona defensive tackle Darnell Dockett could hardly believe what Smith had done.

"Everyone's surprised. My 5-year-old son's surprised," Dockett said, "but at the end of the day it wasn't like he had to make the long perfect throws. He had some guys open and we missed some tackles and they made plays."

Smith said he had no idea his stats were that good.

"Which is a good thing," he said. "I don't want to think about my stats or incompletions or anything like that. I was kind of in a good rhythm, the whole offense was. "

Smith has withstood more than his share of criticism he was the No. 1 overall pick in the draft in 2005. He was not interested in calling this a statement performance.

"At this point I don't care," he said. "if you ask me a few years ago, yeah maybe, but at this point I don't really care. I am concerned about winning. The guys in the locker room know what I am about and that is what really matters."

As for reports he had lost his confidence, Smith said, "It was in my closet. I found it."

Smith was 14 of 15 for 146 yards and two touchdowns, both to Crabtree, as the 49ers built a 17-0 halftime lead.

Moss caught a 47-yard TD pass, dodging tacklers down the sideline on a play that seemed to turn back the clock to the receiver's prime. With the catch, he tied Terrell Owens for fourth on the NFL career touchdown list with 156.

Smith, who tied a career high with the three touchdown passes, spread out his completions to 10 receivers. Crabtree led the way with five catches for 72 yards.

Arizona's defense, supposed to be the team's strength, missed tackle after tackle in an embarrassing nationally televised performance at home. The 24 points were the most allowed by the Cardinals this season.

"This was a big test for us, and everyone saw how it went," Arizona coach Ken Whisenhunt said. "It was disappointing to say the least."

Quarterback John Skelton called the loss "embarrassing" and "humiliating."

Led by Smith's near-perfect precision passing, the 49ers methodically dominated from the start. He had the best completion percentage of his career, and he would have been perfect had Delanie Walker not dropped the ball when he was wide open on a crossing route in the first half.

A 10-play, 77-yard drive that consumed just over 6 minutes of the first quarter put San Francisco up 7-0. On third-and-goal from the 3, Smith threw a sidelines pass to Crabtree, who outfought Patrick Peterson for the ball and the touchdown.

A flurry missed tackles, most notably an open-field whiff by Sam Acho, helped Ted Ginn Jr. return a punt 35 yards to the Arizona 45 in the second quarter. Daryl Washington sacked Smith to help set up a third-and-23 from the Arizona 46. But Smith found Crabtree over the middle for 22 yards, just a yard shy of the first down. David Akers' 43 yard field goal made it 10-0 with 5:58 left in the half.

Crabtree beat Peterson again for San Francisco's second touchdown. Smith threw over the middle to the receiver, who caught the ball, then fooled Peterson with an inside move into the end zone to make it 17-0 with 1:41 left in the half. The 49ers drove 68 yards in eight plays, again overcoming a sack, this one by Calais Campbell, that made it second-and-goal from the 16. Smith threw 7 yards to Mario Manningham to set up the TD toss to Crabtree.

The Cardinals were booed off the field by the home crowd at the half.

Things didn't get any better for the home team in the third quarter. On third-and-9, Smith threw 30 yards to Crabtree, who evaded a host of tacklers. Then on third-and-8, Smith tossed a short pass to Moss, who sidestepped a series of would-be defenders all the way to the end zone, putting San Francisco ahead 24-0 with 7:27 left in the third quarter.

The Cardinals averted a shutout with Jay Feely's 28-yard field goal

John Skelton, making his second start since Kevin Kolb went down with rib injuries, completed 32 of 52 passes for 290 yards, often overthrowing receivers. The Cardinals rushed for just 7 yards in nine attempts against the 49ers, who entered the game as the No. 1-ranked defense in the NFL, No. 2 against the run.

Arizona's final possession ended when Larry Fitzgerald was stopped at the 1.

Notes: The roof was open at University of Phoenix Stadium, a rarity for Cardinals games. ... San Francisco C Daniel Kilgore left the game in the first quarter with a concussion. ... Washington had two sacks, giving him eight for the season. ... In its two nationally televised night appearances this season, against St. Louis on a Thursday and San Francisco on Monday, Arizona was outscored 41-6. ... The 49ers improved to 3-1 on the road, winning their last two away from home by a combined 55-3. ... Only Jerry Rice (208), Emmitt Smith (175) and LaDainian Tomlinson (162) have more touchdowns than Moss. ... Justin Smith had two of San Francisco's four sacks. ... The 49ers have a bye this week. The Cardinals are at Green Bay on Sunday.

Perry makes surprise visit to cancer research meeting | Trail Blazers ...

Rick Perry gave a pep talk at the annual meeting of the Cancer Prevention and Research Institute of Texas that has been shaken after mass resignations in protest of politics and cronyism.

In an unannounced visit reported by the Associated Press, Perry told those gathered for the meeting that the state?s $3 billion cancer-fighting fund has elevated Texas into the worldwide conversation about the disease.

In the past few weeks, CPRIT has been rocked by the resignation of two Nobel laureates and more than 30 peer reviewers who questioned the integrity of the funding process.

Their resignations have followed a $20 million award from the research fund to MD Anderson hospital and Rice University for drug discovery that had not been subject to a review process. Officials say it bypassed normal procedures because it was a commercialization effort that didn?t need scientific review.

Chief scientific officer Alfred Gilman resigned in May, complaining in emails that the process was becoming politicized.

Perry did not address the controversy during brief remarks to a ballroom of scientists and researchers, according to AP, but he praised the peer-review process and the agency?s oversight board, some of whom Perry appointed.

Agency leaders have repeatedly denied that politics are guiding funding decisions.

What Can We Do If We Are Buying Earlier Than Expected ...

questions

Q: My wife and I are on a path to purchase a new home in the spring and rent our current home out. However my wife?s grandmother just passed away, and we want to purchase that house now. We have our home already rented out and will not have the down payment for the new house until February (we have some money saved but will have the needed amount then). My wife?s uncle said we can live in the grandmother?s house rent free until we get the mortgage (just have to pay utility bills and basic maintenance), but he wants a solid commitment. What is the best way to give him that? I can get pre-approved now, but that does not guarantee anything. What is my best way to give him a guarantee that we will buy in the early part of next year?
?Wondering, Appleton, WI

A: Check with your lender to see what you have to do to qualify for the home, let the lender know you are related to the seller. Sometimes this makes a difference on your financing. A non-refundable deposit would show your wife?s uncle your are commitment to the property. You will all have to decide on the amount. Then check with the lender to see if this deposit could also go toward your closing costs once you are able to secure a loan.

New technique replaces diseased DNA

By Brian Alexander, NBC News Contributor

?Right now I am talking to you from bed, wrapped up in blankets because I can?t regulate my body temperature,? says Stefani Bush, a Chelmsford, Mass., mother. Bush, 35, has a gene mutation, one in a galaxy of mutations that causes often devastating conditions known collectively as mitochondrial diseases. She has been hospitalized about 16 times this year. She can?t walk more than about 20 yards and has a host of cardiovascular and gastrointestinal symptoms.

A study published Wednesday in the journal Nature might offer a way to prevent children from inheriting such conditions in the future. Scientists in Oregon have found a way to remove the damaged genetic material and replace it with healthy DNA. The catch is it?s controversial, and children born using the technique would, technically, have three genetic parents. It?s just the kind of ethical debate that stopped such science dead in its tracks a decade ago.

Bush wasn?t aware she carried her mutation until she was pregnant with her daughter, now 7. Her son, 9, has been diagnosed with the same mutation, and her daughter is showing signs she has it, too. On a recent family dream trip to Disney World, the little girl spent an entire day having seizures. ? ? ?

Mitochondria are tiny organelles in every cell of our bodies except red blood cells. They?re the cells? power plants, converting glucose to energy. Mitochondria has DNA of its own ? human mitochondria has 13 genes ? that is passed down virtually unchanged from mothers to babies.

If mitochondria don?t do their jobs properly, a wide variety of health troubles can result, especially in parts of the body, like muscle and brain, that have high energy requirements.

An estimated 1 in 4,000 children born in the U.S. are affected by some version of mitochondrial disease, according to the United Mitochondrial Disease Foundation.

Many children born with mitochondrial mutations don?t live past age 4 or 5. Mutations can cause blindness, deafness, strokes, seizures and cardiovascular problems. Often, as in Stefani Bush?s case, people go undiagnosed for many years.

Researchers have been trying for years to find ways to repair damaged mitochondria to give the kids a chance.

Shoukhrat Mitalipov at the Oregon National Primate Research Center and Oregon Health and Science University and colleagues found a way they think might work. Most of a person?s DNA is found in the nucleus of the cell, carried on structures called chromosomes.

Mitalipov?s team took the chromosomes out of one set of human egg cells. They replaced them with chromosomes from human donor eggs. Then they used fertilization techniques to inject sperm and fertilize the eggs ? about 65 in total.

Mitalipov Lab / Oregon Health & Science University

Researchers have found a way to removed damaged DNA from a woman's egg cell and replace it with healthy DNA from another woman.

When the resulting embryos developed into balls of cells called blastocysts, they took out a few of the embryonic stem cells and tested them to show they were healthy and would have developed into normal embryos. Only about half did.

Even so, Mitalipov told a news conference, the process worked ?pretty well. Mitochondrial DNA can be replaced efficiently.?

Three years ago, the same team announced they?d used the technique to create reconstituted eggs from monkeys called macaques, fertilize those eggs, and implant them into females. Three babies were born.

?At three years follow up,? Mitalipov said, ?the study showed these are normal? juvenile monkeys.

By doing such manipulations, scientists hope to prevent mitochondrial disease by removing chromosomes from the eggs of affected women, and putting them into donor eggs. Any children that would be born would not carry the mother?s mitochondrial mutations ? but would have the mitochondrial DNA from the woman who donated her eggs.

?From my point of view, this has big implications in women who have some type of mitochondrial DNA mutation,? said Carla Koehler, a mitochondrial biologist at the University of California Los Angeles who has been studying ways to repair the mutations. She uses some of the same kinds of techniques to make what she calls ?cybrids.?

?I?d hate to rush this technique and start using it in women,? she added. ?We should always have a high bar.?

In 2010, a team from Newcastle University in Britain published results of their own, similar, chromosome transfer. On behalf of that team, Mary Herbert issued a statement applauding the work of the Oregon scientists and noting that it ?confirms our previous work published in Nature, showing that, in principle, it is possible to use IVF-based techniques to reduce the risk of transmitting mitochondrial DNA disease from a mother to her child.?

The team hasn?t yet shown that an embryo made this way could be used to make a woman pregnant.

Mitalipov said the scientists think they?ve figured out why most of the manipulated eggs didn?t develop normally. He hopes to start human tests. ?I say it is safe enough to proceed,? he said.

Dr. Jamie Grifo, director of the division of endocrinology and infertility at the New York University Fertility Center, agreed. ?It?s a great paper,? he told NBC News. ?This is a kind of orphan group of patients, but they are out there, and the only thing we can offer them now is donor eggs.?

But Grifo also predicted that the Food and Drug Administration (FDA) would be very reluctant to approve any human trials

Grifo knows, because, in 1999, he published results of a similar technique in his effort to improve success rates for infertile patients.

?I think this study confirms what we were doing a long time ago,? he said.

But Grifo was working at a time when there were great concerns over the issue of human cloning. He wasn?t trying to clone anybody, just trying to make a healthy egg.

After media reports of Grifo?s work were published, ?I got a personal phone call from the assistant surgeon general of the United States who wanted to know why I was doing it and said I should not be doing it,? he recalled. ?Then I got a letter from FDA telling me to stop.?

Grifo turned his data and research over to Chinese scientists so it wouldn?t go to waste.

In fact, there are already children born with two genetic mothers. In the mid 1990s, Jacques Cohen, at St. Barnabas Medical Center in New Jersey, began transplanting cytoplasm from donor eggs into eggs from infertile women as a way to ?rescue? those eggs.

In 2001, Cohen announced that he?d found mitochondrial DNA from both the mother and the donor in the cells of babies born using this cytoplasmic transfer technique.

It was the first time the human germline ? the genetic information that?s passed down from one generation to the next ? had been deliberately altered and resulted in the birth of children.

In response, the FDA said it would require researchers to file an Investigational New Drug (IND) application, and conduct clinical trials under that IND. In the 11 years since, FDA has not issued any such INDs, according to FDA spokesperson Rita Chappelle. Given fears over altering the human germline, and the idea that any babies would be born with DNA from three people, some question if FDA will change policy now. ?

?I?m not sure what FDA?s stand is on this treatment,? Mitalipov said. ?Last time I heard, this topic was under active discussion in the FDA?s?Division of Cellular and Gene Therapies department.?

Chappelle would say only that ?any proposed process of mitochondrial transfer would be carefully evaluated before FDA could make a determination as to whether an IND would be required to conduct clinical research.?

Bush understands the concerns, but has no doubts the science should move forward. If she?d known what she risked passing on to her children, ?I would do it,? she said. ?If I could have spared my children one ounce of what they have gone though, I would.?

Tunisia jails Salafist leader in U.S. embassy attack for one year

Tunis (Reuters) - A Tunisian court on Wednesday sentenced a leader of radical Islamist group Ansar al-Sharia to one year in prison for inciting an attack on the U.S. embassy in Tunis last month in which four people were killed.

The conviction of Abu Ayub was the first in connection with the attack - launched to protest against an anti-Islamic film made in California - and is likely to please the United States which has been urging the authorities to jail those responsible.

"The judge decided to jail him on charges of inciting violence ... This decision is unfair ... we will go to appeal," said Rafik Ghak, a lawyer for Abu Ayub.

The authorities arrested 144 people, including two prominent leaders of Ansar al-Sharia after the embassy attack. Saif-Allah Benahssine, the leader of the group, has urged the government to release them.

Benahssine on Tuesday accused the country's government of being a puppet of the United States and un-Islamic.

The United States this month requested Tunisia bring the embassy attackers to trial, pledging to continue its support for the democratic transition in Tunisia.

A suspected Islamic militant under arrest in Tunisia is being investigated by the United States in connection with the September 11 attacks on U.S. diplomatic facilities in Benghazi, Libya, U.S. government sources have said.

Tunisia expects Washington to guarantee around a fifth of its $2.2-2.5 billion borrowing needs next year to help its economy recover from last year's revolution, the country's minister of international cooperation, Riadh Betaib, told Reuters last month.

Friday?s matchupsOrange at Chapel HillBoth teams see this as a must win. They each lost to undefeated Cardinal Gibbons, and the winner of this game gets second place in the Carolina 3A Conference. That is likely to get the winner at least one home game to open the NCHSAA playoffs. Both of these old rivals are playing excellent football as they head into the final week. Orange might have a slight edge on offensive depth, outscoring league opponents 127-49, while Chapel Hill looks slightly stronger on defense. Records: Orange 7-2 (3-1 Carolina 3A); Chapel Hill 8-2 (3-1 Carolina 3A). Series: Orange has won three straight since these two got back into the same 3A conference in 2009.Roxboro Person at East Chapel HillEast Chapel Hill has the misfortune of catching the Rockets on the rebound. Person has won back-to-back conference games while East has lost three straight. That leaves both on the cusp of qualifying for the NCHSAA playoffs, so this season finale has a lot of meaning. Person has discovered how to move the ball in recent week. In last weeks win against Riverside, Marquis Torain rushed for 167 yards and three touchdowns, while Trey Tapp completed 9-of-11 passes. The Wildcats haven?t been back to the playoffs since they moved into the 4A classification. Records: Person 3-7 (2-3 PAC-6); East Chapel Hill 4-5 (2-3 PAC-6). Series: Person had won five straight vs. East before the ?Cats won 35-21 last year in Roxboro.Providence Grove at CarrboroThe Jaguars present every opponent with multiple problems: a varied offense that moves the ball well both on the ground and in the air, and a quality defense that allowed 15.8 points a game so far this season. Providence Grove has been okay on offense, but has yielded 34 points a game to its last five opponents -- the worst performance of any Midstate 2A team. Hence, they?ve lost four of their last five games. Records: Providence Grove 4-6, (2-4 Midstate 2A); Carrboro 10-0 (4-0 Carolina 2A). Series: Carrboro won 27-14 last year on the road, the two teams? only previous meeting.Cedar Ridge at NorthwoodNorthwood has under-achieved somewhat this season, but when the Chargers are good, they?re very good. The key for them has been avoiding mistakes; when they hold onto the ball, they move it wit the best around. Northwood has scored an average of 34.4 points over the last four weeks. Cedar Ridge has been giving up 34 points a game this year. Records: Cedar Ridge 1-9 (1-2 Carolina 2A); Northwood 5-5 (1-2).. His 26-yard TD pass to Colton Anderson late in the first half proved to be the game-winner, and he added an insurance TD with his 29-yard pass to Aumad Walker, who ended up with 93 yards on just five receptions. "Spider-Man" co-writer has book deal

(AP) ? The "Spider-Man" saga is going from the stage to the page.

Glen Berger, co-writer of the disaster-prone "Spider-Man, Turn Off the Dark," is working on a book. "Song of Spider-Man: The Inside Story of the Most Controversial Musical in Broadway History," will come out next year, Simon & Schuster announced Tuesday. Simon & Schuster publisher Jonathan Karp said the book would be, "entomologically speaking," the "ultimate fly-on-the-wall account" of how a musical is made.

The big budget production became notorious for a series of stunt accidents during previews. The show was eventually revamped and the original director, Julie Taymor, was fired. Taymor later sued the producers, who countersued. A tentative settlement was reached over the summer.

Samsung Galaxy S III is the first MetroPCS handset to support Google Wallet

DNP Samsung Galaxy S III is MetroPCS' first handset to support Google Wallet

While the US wireless industry seems far away from finding a universal mobile payment system, T-Mobile's new BFF MetroPCS appears to have made its choice. Taking to its official Facebook page, the carrier announced on Monday that the Samsung Galaxy S III is its first handset to support Google Wallet. In choosing Google's mobile payment platform, MetroPCS joins two of its biggest competitors, Sprint and US Cellular. It should be noted that T-Mobile is deeply committed to Google's wireless payment competitor Isis, which recently became ready for public consumption. Once the two carriers exchange nuptials next year, it's possible that we could be looking at the wireless industry's first mobile payment Brady Bunch. However, looking back at T-Mobile's previous attempts at mobile matrimony, we won't be holding our breath waiting for this union to become official.

Employee late submitting FMLA certification? - Business ...

Employees are supposed to get FMLA certifications back to their employers within 15 days. But it?s not a good idea to terminate an employee simply because you didn?t receive the paperwork on time.

The FMLA regulations include an out for employees who miss the deadline for reasons beyond their control. That can easily happen when a doctor?s office is overwhelmed with paperwork.

Recent case: Gary was an assistant store manager for Walmart. When he began having panic attacks, he asked for time off and was told he?d have to take disability leave.

The store manager gave him an FMLA packet, which included instructions for his doctor to fill out a medical certification. The doctor did, certifying that Gary had hypertension, depression and anxiety and needed FMLA leave.

Walmart claimed it never got the form despite a fax confirmation from the doctor?s office showing the date the form was faxed. Gary was fired for unapproved absences.

He sued, alleging interference and retaliation. He pointed out that the regulations allow for extenuating circumstances. Gary said he would have followed up if he had known Walmart never received the form.

The court said his case could go to trial. (Drake v. Wal-Mart, No. 2:10-CV-679, MD FL, 2012)

Final note: Courts hate needlessly draconian rules. Always give employees a reasonable chance to submit paperwork. Jumping the gun makes it look like you were looking for an excuse to fire someone.

The big US stocks are showing long term ... - Investment Moats

This is not an analysis on my side, but Gregg Schnell posted some of his findings on StockCharts.com

In the last week we have seen many large US stocks missing their estimates. This does not feel good technically or fundamentally.

Stocks can still go higher, but we would like to see earnings validating prices. Yet, all these weakness seem to invalidate them.

Be vigilant. Those that keep saying nothing cheap to buy you may get your chance soon. As usual, market can stay irrational for longer than expected.

Going underground: India needs to dig deep to keep lights on

DHANBAD, India (Reuters) - The slick mechanized operations at the Piparwar open-cast mine in eastern India, an ugly gash in the landscape bigger than New York's Central Park, could lead the casual observer to conclude that the country's coal industry is on a roll.

Piparwar, run by the state miner, produces some of the lowest-cost coal in India, just what's needed for a country struggling to get enough of the "black diamond" to fix a power crisis that recently plunged half a billion people into darkness and chokes economic growth.

With oil and gas output disappointing and hydropower at full throttle, Asia's third-largest economy still relies on coal for most of its vast energy needs. About 75 percent of India's coal demand is met by domestic production and, according to government plans, that won't change over the next five years.

The hitch is that India is running out of cheap open-cast coal from existing mines like Piparwar. Unless it starts investing now in underground mines, within a decade it will face a huge leap in energy import costs that could derail industrial projects, crimp economic growth and drive up inflation.

"With the ballooning demand for coal in India, open-cast mining has become the easy option, albeit at a great cost to the environment and society," said a senior executive at a power company, speaking on condition of anonymity.

"This easy option is likely to be exhausted within the next 10-12 years when the shallow seams amenable to open-cast mining dwindle."

WRONG DIRECTION

Coal India Limited, the state-run miner that produces 80 percent of the country's coal, recognizes the need to raise the amount that underground mining contributes to total output from just one tonne out of every 10.

But the higher costs and lower output of deep mining - Coal India's chairman has said its existing underground mines are loss-making - are pushing it in the wrong direction.

Its plans for new mines target a contribution from underground of only about 7 percent.

That would be disastrous, argues D.C. Panigrahi, director of the Indian School of Mines in Dhanbad, a mining town in the heart of Jharkhand, the country's most productive coal state.

He says that unless Coal India cuts its dependence on open cast mining by around 5 percentage points per year, overall output will start to stagnate around the end of this decade.

If India is going to meet its output targets of 750 million tonnes by 2016/17 - a rise of nearly 40 percent from the current financial year - it needs to act soon. It takes on average six years from planning to production for an underground mine.

India used to mine most of its coal underground, just as the world's biggest producer, China, currently does for its huge output of more than 3.5 billion tonnes a year. But it was not getting enough out of the ground fast enough to meet demand.

"When everything was underground, the growth rate was less than 2 percent per annum. We needed more than 5-6 percent growth and that could only come from open cast," said Partha Bhattacharyya, a former chairman and managing director of Coal India.

Open-cast mining strips away topsoil, or "overburden", to expose the seams underneath. It is much more economical than underground mining, where up to 70 percent of the coal must be left to act as support for the tunnels and galleries.

But while India has ample coal reserves - at about 286 billion tonnes, they are the world's fifth-largest, according to BP - not all of that is accessible by simply removing topsoil.

LAND PROTESTS

The other problem with open cast is the need to buy vast tracts of land, far more than underground mines, whose shafts, winding gear and offices can be set up on as little as 2.5 acres (1 hectare).

"Getting the land is becoming more and more difficult in a democratic country like India," said Panigrahi.

Protests highlighting land rights and acquisition issues have stalled industrial projects across India, including the country's biggest foreign investment - a $12 billion steel plant in the eastern state of Odisha planned by South Korea's POSCO that has been on the drawing board since 2005.

In Dhadu village, about 75 miles from Jharkhand state's capital, Ranchi, Electrosteel Castings Ltd has managed to buy just 435 acres of about 2,800 acres it needs to set up an open-cast mine and steel plant.

It now faces further uncertainty, with the government threatening to take back the concession amid the fallout from a wider corruption scandal over the awarding of coal blocks.

"We've given away our land happily to the company. But now, it has been four years. Nothing has come up and we are getting old. Our youngsters are unemployed," said 70-year old Asim Mia, who along with his two brothers gave up 1.5 acres of land each for the North Dhadu coal block.

Jharkhand is one of India's poorest states, despite its rich natural resources, and locals worry that unrest and unemployment plays into the hands of Maoist 'Naxalite' activists, whose attacks on coal facilities and railroads have heightened tension in the area over land rights.

The government is planning a revamp of the country's colonial-era land acquisition laws that India Inc. worries could force it to pay four times the market price for land in rural areas. That could hit the cost of mining projects and slow the pace of fresh production coming online.

"SNAKES AND LADDERS"

About half an hour's drive from Ranchi, the criss-cross of railway lines and electricity pylons that map the state's rapid industrialisation gives way to protected forest land and the bright green shoots of this year's rice crop.

Some 30 percent of Jharkhand's land is designated forest, among the highest in India, posing yet another difficulty for companies in search of land for open-cast mines.

For every acre of forest purchased for industrial plans an acre of undeveloped land elsewhere, plus money for afforestation, need to be handed to the forest department, just one part of the complex process of securing state and federal clearance to develop forest land that one state government official described as "a game of snakes and ladders".

The average cost of open-cast coal for Coal India is about $13 a tonne, former CIL chairman Bhattacharyya says. For underground mines, the average cost is about $75 per tonne, according to analysts Wood Mackenzie, which makes many of them loss-making at current contract and market prices.

"Everything comes down to economics," said Wood Mackenzie's coal market analyst, Prakash Sharma.

"Companies try to look at the open-cast method first but when land acquisition becomes difficult, there's a compromise on mining costs and you opt for underground mining."

The economics will push India's power bill higher, and with it inflation: it is just a question of how much and when.

Already, surging demand for electricity generation means that Coal India's open auction prices are more than double those of its long-term deals and it has delayed sealing those commitments at lower prices.

Expensive imports partly fill the gap in demand and their contribution is set to grow, but buying from abroad currently costs up to 50 percent more.

In the most optimistic scenario envisaged by the government's Planning Commission, imports could be 182 million tonnes in 2016/17 from about 90 million tonnes in 2011/12.

Even under this best-case, Coal India would probably struggle to supply more than half of the extra demand created by new power generation capacity the government says is needed.

The power company executive believes time is running out.

"A severe power crisis is imminent if we do not shift our focus to underground coal mining," he said.

iBooks 3.0 appears in iTunes listing ahead of iPad mini event

iBooks 3.0 appears in iTunes listing ahead of iPad mini event

Looks like iBooks 3.0 may be making an appearance at this Tuesday's iPad mini event, at least if specifications that mysteriously showed up in a book listing on the iBookstore is correct. Florian Innocente of iGen.fr caught the reference in a volume of The Largo Winch series.

This wouldn't be the first time iTunes revealed something it ought not be revealing, but it's impossible to rule out simple errors in the strings as well, so it's important to remember nothing is confirmed until Apple announces it.

However, this is in line with what iMore has been hearing since we first learned about the iPad mini back in May -- namely that the iPad mini is aimed squarely at Amazon, the Kindle, and their Kindle books empire, much in the same way as Apple has aimed past features and services at Google and Android. Ebooks, unlike music and video, is one of the few areas where Amazon has a good content presence, and reading is one of the few areas where, at least in some markets, the Kindle may be preferred over the current 9.7-inch iPad.

Apple, of course, would rather everyone use an iPad, and it looks increasingly like they're going to make their case for that using the iPad mini in just a few days time...

Norfolk State Loses First Conference Game of the Season

Norfolk State lost to Bethune-Cookman 14-6 last Thursday night in an HBCU showdown aired on ESPNU.

The Spartans (6-2, 4-1 MEAC), who are near the top of the conference in offense, struggled against the Wildcat defense.

Bethune took a 7-0 lead on an Anthony Jordan two-yard touchdown run. Everett Goldberg made a 50-yard field goal with 2:18 remaining in the second quarter to give NSU its first points of the game.

Bethune led 7-3 at halftime.

The Wildcats opened the third quarter with an eight-play, 70-yard drive, capped by a seven-yard touchdown pass by Jackie Wilson to lead 14-3 with 14:55 remaining. The Spartans added another field goal late in the quarter to cut the deficit to eight (14-6).

BCU's Dion Hanks intercepted a Chris Walley pass with under a minute left in the game to seal the win for the Wildcats.

The loss snaps a five-game win streak for the Spartans and gives them their first conference loss of the season.

Isidore Jackson ran for 206 yards on 34 carries for Bethune-Cookman (4-3, 2-2 MEAC).

Howard Upsets NC A&T in Overtime

Howard defeated North Carolina A&T in overtime 35-28 last Saturday in Washington, D.C.

The Bison controlled the first half, leading 13-0, which included two field goals by kicker Parker Munoz. All of A&T's first half drives ended with a turnover on downs, a fumble and two punts.

Howard (4-4, 3-2 MEAC) led at halftime by the same score.

The Aggies (4-3, 3-1 MEAC) overcame the halftime deficit with two touchdowns, including a 20-yard touchdown pass by Lewis Kindle to lead 14-13 heading into the fourth quarter.

Both teams scored two touchdowns apiece in the final period, including a 66-yard run by Mike Mayhew and an 82-yard kickoff return by Howard's Aquanius Freeman. Neither team scored in the remainder of the game and the score was tied at 28 going into overtime.

Terrence Leffall gave Howard a 35-28 lead in the extra period with a three-yard touchdown run. The Aggies converted two first downs on its first overtime possession to reach the Howard three-yard line.

A&T was faced with a fourth and four after a Mayhew one yard loss, and Kindle was stopped short by defensive end Sackie Kerkulah, preserving the upset win for the Bison.

The loss denied the Aggies the opportunity to move into sole possession of first place in the conference after Norfolk State lost last Thursday to Bethune-Cookman.

Kindle passed for 162 yards, a touchdown and an interception for the Aggies.

Florida A&M Rallies in Fourth to Upend SC State

In deadlocked election, one scenario: a Romney-Biden White House

WASHINGTON (Reuters) - As polls point to a close presidential election, the country faces the possibility of political chaos - from a repeat of the disputed 2000 election to the remote possibility of a new administration with a president from one party and a vice president from the other.

The most likely result on November 6 will be a clear, if close, victory for President Barack Obama and Vice President Joe Biden or Republican Mitt Romney and his running mate, Paul Ryan.

But with surveys showing the presidential candidates running neck-and-neck just 2-1/2 weeks before Election Day and a number of battleground states still in play, a less straightforward outcome seems more possible.

One candidate could win more of the popular vote, but lose in the Electoral College, as when Republican George W. Bush defeated Democrat Al Gore 12 years ago after a bitter legal fight that went to the U.S. Supreme Court.

Or Obama and Romney could each win 269 of the 538 electoral votes divided between the states.

That would throw the outcome of the presidential race into the House of Representatives, which must name the president in the case of a tie. Republicans are expected to keep control of the House in the election, which would almost certainly mean a Romney victory.

But the vice presidency would be decided in the U.S. Senate, where Democrats currently have a majority. If they retained control, Biden would likely be selected. Republicans likely would have to win control of the Senate for Ryan to become vice president in a deadlocked election.

A further wrinkle is that the sitting vice president breaks tie votes in the Senate, meaning Biden could be in a position to cast the deciding vote for vice president in such a scenario.

"In the end, the odds still favor the popular and electoral vote heading in the same direction, but the chances of a split like the one in 2000 are very real, along with the distinct possibility of ambiguity and vote-counting issues once again putting the outcome in question," Charlie Cook, editor of the Cook Political Report, wrote in a column in the National Journal.

"Ugh," Cook added.

A prolonged legal fight, or a split administration could worry investors and worsen the political gridlock in Washington.

Both would be huge obstacles to dealing with the "fiscal cliff," the $600 billion in spending cuts and tax increases that could occur at the end of the year if lawmakers fail to reach an accord on shrinking the federal budget deficit.

DREADING A BUSH-GORE REPEAT

The bitter legal battle over the 2000 election lasted to mid-December, when the U.S. Supreme Court issued a ruling that gave Bush the White House. The divisions contributed to the partisanship that remains in Washington and state governments.

The Obama and Romney campaigns have been lining up legal teams in preparation for possible litigation after a close race, especially in light of new election laws approved by Republican-led legislatures in over a dozen states since 2010.

U.S. presidential elections are decided not by a winner-take-all national popular vote as in many countries. Instead, candidates compete in a system of state-by-state contests to win the 538 "electoral votes" assigned to the 50 states and Washington, D.C.

The votes are assigned roughly according to population. But since there is a minimum of three per state, they are assigned disproportionately, increasing the likelihood of a difference between how the electoral and popular votes come out.

For example, winning California, with 38 million people, garners 55 electoral votes - a ratio of one electoral vote to 685,000 people. Triumphing in Wyoming, with 568,000, adds three to a candidate's total, for a ratio of one electoral vote to 189,000 residents.

A candidate has won the popular vote but lost in the Electoral College in three of the 56 U.S. presidential elections.

There is also a historical precedent for a divided administration, albeit in the rather remote past.

"It would be kind of similar to what happened to (John) Adams and (Thomas) Jefferson," Villanova University political scientist Lara Brown said, referring to the second and third presidents of the United States, more than two centuries ago.

In 1796, Adams ran for the presidency as a Federalist. Jefferson, a Democratic-Republican, was one of his opponents. There was not yet any such thing as a "running mate."

When the votes were counted, Adams was first and became president. Jefferson, second, became vice president and spent his terms attacking Adams' policies.

The discord helped pave the way for the 12th Amendment to the U.S. Constitution, which established the procedure for electing the top two government officials, starting in 1804.

It prevented another divided administration for 207 years.

It will be clear in a few weeks whether that run of success will continue.

The next time you drive up to your house, take a close look at the paint. Has weathering taken a toll on it? In most cases, even a top-of-the-line paint job doesn?t last much longer than a decade. If you?re overdue for a new paint job, a qualified painting contractor can help. Here are some signs that indicate that your house could benefit from a lustrous new coat of paint:

The colors are looking dull. If your home?s exterior is beginning to look dull and washed-out, a fading paint job could be the culprit. This could be the perfect opportunity to try out a new shade for your home. Even if you like the current color, however, repainting your walls with a bright coat of new paint could be exactly what you need to revitalize the appearance of your home and make your neighbors envious.

You notice chalking on the walls. If your painted walls have developed a fine chalky residue, it?s a sign that your current coat of paint is nearing the end of its natural lifespan, and that the components of the paint are breaking down. This happens most frequently with cheap paint jobs, but weathering can accelerate the process.

The paint is beginning to peel. A high-quality coat of paint doesn?t just improve your home?s appearance; it also helps keep moisture out of the walls. When the paint starts to peel, moisture can infiltrate your wood and create the need for repairs. At this point, you should have a professional new paint job done as soon as possible to avoid potential damage to your walls.

data-hug-logoA lot of people are going after something that's been dubbed the social CRM - companies like the much written about Brewster for instance. But there is more than one way to skin a cat, and the CRM space is becoming very interesting to startups in the enterprise space, and increasingly, to the kinds of companies that need to mine their networks for information.
